Google Adsense announced the beta release of Google Ad Manager back in March for some selected Google Adsense Publishers as a beta testing. Google Ad Manager is a hosted ad serving and management solution for publishers with smaller direct sales teams. Today Google Adsense announced on their Adsense Blog that Ad Manager is available to all Adsense Publishers, all those who have existing Adsense account can sign in to Ad Manager directly no need to apply separately to join. If you don’t have an Adsense account you can apply for it now. (Quoted directly from the announcement)
Now we’re excited to bring those benefits to all publishers. If you have an AdSense account, you can sign in to Ad Manager today. If not, apply for an AdSense account now. A Google AdSense account is a technical requirement for creating an Ad Manager account.

Ad Manager is quite useful for someone that wants to tailor the advertising that is seen by viewers. Someone who optimizes some of the various ads that are displayed may get much better results because the viewers will feel that they are being targeted even better than normal.
